Kempten's municipal administration issued this note in 1918 under the Darlehnskassenschein framework that allowed German municipalities to circulate emergency currency as the war ground down Reichsbank liquidity. The Stadtmagistrat — the city's governing magistracy — had legal standing to issue such instruments, but the actual authorization chain ran through the Bavarian state apparatus, not local initiative alone.
The 10 Mark denomination was the upper practical limit for most municipal Notgeld of this period. Notes printed and payable within the same city were often redeemed quickly and destroyed, making survivors more common in collector holdings than in worn circulated grades.
