Turkmenistan's 2020 banknote series was released to coincide with the 25th anniversary of the country's UN-recognized permanent neutrality status, a designation granted in 1995 under Saparmurat Niyazov and maintained — largely as a foreign policy branding exercise — under his successor Gurbanguly Berdimuhamedow. De La Rue's involvement is unsurprising; they have printed most of Turkmenistan's circulating currency since independence.
Cotton substrate is the default for Turkmenistani issues. Colour-shifting ink on a note of this denomination is consistent with the series-wide security specification rather than anything specific to this value.
