Robert Kalina designed this note the same year he completed the euro banknote series for the European Central Bank — a detail that makes the visual continuity between certain Azerbaijani and European issues of the period hard to miss. The commission of OeBS in Vienna reflects a pattern common among newly independent post-Soviet states: lacking established security printing infrastructure, many turned to established European printers during the first decade of rebuilding national currency systems.
The P#27 series was replaced relatively quickly, superseded by revised issues before the decade closed.
