Savoie's status as a sovereign state was extinguished in 1860 when Napoleon III negotiated its annexation to France from the Kingdom of Sardinia — a transfer the local population ratified by plebiscite under conditions that remain contested by Savoyard regionalists to this day. This 1998 note is a fantasy or regional separatist piece, not a legal tender instrument issued by any recognized authority. No sovereign "État de Savoie" existed at the time of issue.

Such pieces circulated within autonomist political circles as symbolic currency, sometimes used at regional markets or events to make a constitutional point. Numismatic value is entirely contingent on interest in the movement itself.
