Serbia introduced rationed fuel coupons in 2001 as the country began dismantling the economic controls and black-market infrastructure that had built up through a decade of sanctions and the Milošević years. These coupons were a transitional administrative tool, not a monetary instrument — they carried no denomination in currency and could not be redeemed for change.
Paper fuel coupons of this type were notoriously easy to counterfeit, and informal trading in them was widespread almost immediately after issue.
