Military fuel ration coupons issued by PLA regional commands operated entirely outside the civilian monetary system — these were internal logistics instruments, not currency, though they functioned as exchange media within the supply chain. The Tibet Military Region, established after the PLA's 1950 advance into Tibet, maintained its own quartermaster infrastructure largely isolated from both civilian Tibetan commerce and standard PRC rationing networks.

Fuel coupons of this type from the early 1990s rarely surface in Western collections. Most were destroyed after redemption or lost to the region's administrative transitions following supply system reforms in the mid-1990s.
