Italian prisoner-of-war and civilian internee camps issued their own scrip to prevent detainees from accumulating currency usable outside the wire. The Padova camp's notes circulate among collectors primarily because the issuer — "Campo di Concentramento Internati Civili Prigionieri di Guerra" — grouped both civilian internees and military prisoners under a single administrative scrip system, an arrangement that reflected Fascist Italy's broad use of internment against political opponents, Jews, and foreign nationals well before the formal wartime POW population expanded after 1940.
Campbell 6528 is one of the scarcer denominations from this camp. Most Italian camp scrip was destroyed or discarded at liberation, and Padova changed hands chaotically in 1945.
