Campo di Concentramento P.G. N. 19 was an Italian prisoner of war camp, and the "Due Madonne" designation refers to its location at the Due Madonne estate on the outskirts of Bologna. Internal camp scrip of this type was issued to control prisoner purchasing power within canteen facilities — a standard measure across Axis and Allied camps alike, designed to prevent the accumulation of usable currency that might aid escape attempts.
Magagnoli's signature as issuing authority places this firmly within Italian military administration under P.M. 3200, the postal-military district code. Camp scrip from Italian P.O.W. installations is considerably rarer than equivalent German or British issues, largely because documentation and survival rates were poor after the armistice of September 1943 disrupted camp administration entirely.
