Prof. Dr. Cahit Arf at right, accompanied by representations of the Arf invariant formula, an arithmetic series, an abacus, and binary notation elements, rendered in warm red and pink tones over a fine guilloche underprint. The 10 Lira denomination entered this series under the E9 emission group, part of Turkey's post-2005 redenomination recovery — the Yeni Türk Lirası experiment was quietly retired and the plain "Türk Lirası" name restored in 2009, the same year this note first appeared. Six distinct signature pairs across thirteen years is an unusually high turnover rate, reflecting the political turbulence at the Central Bank during this period: four governors rotated through between 2016 and 2021 alone, several under pressure from the presidency over interest rate policy.

Naci Ağbal's tenure lasted just four months before his dismissal in March 2021, making his signature pairing among the shortest-lived in the bank's modern history.
