The Junta de Vigilancia was a temporary supervisory body established in Peru during the financial crisis triggered by the outbreak of World War One in 1914. As international credit froze and gold exports became impossible to manage through normal channels, the Junta was empowered to authorize emergency fiduciary issues — this note being among the higher denominations in that series.

ABNC's involvement is unsurprising; they held longstanding contracts across Latin American issuing authorities throughout this period. The plates would have been engraved in New York and the finished notes shipped to Lima.

The Junta's authority was short-lived, dissolved once more permanent monetary arrangements were reestablished.
