The Austrian Netherlands' chronic small-change shortage of the late 1740s forced Vienna's hand. Local commerce had been running on a patchwork of worn Spanish-issue copper and debased liards that merchants increasingly refused at face value. This billon issue was Maria Theresia's administrative response — a deliberate restrike of the regional denominational system under Habsburg authority following the 1748 Treaty of Aix-la-Chapelle, which finally settled Austrian possession of the southern provinces after years of French contestation.
