Bulgaria's early banknote production was handled entirely by the Russian state printing works in Saint Petersburg — a practical consequence of the country's post-liberation dependence on Russian institutional support. This 10 Leva Srebro note was redeemable in silver, a commitment the Bulgarian National Bank was legally obligated to maintain under the 1899 currency law that pegged the lev to the Latin Monetary Union standard.
The design team was unusually documented for the period. Kirkov was a Bulgarian contributor brought into a predominantly Russian production process — rare for Goznak commissions, which typically used in-house talent exclusively.
