Plovdiv held the European Capital of Culture designation jointly with Matera, Italy in 2019 — the first Bulgarian city to receive it. The Bulgarian National Bank has a long habit of issuing commemorative silver for cultural milestones, and this coin falls squarely in that tradition. Whether demand justified the mintage is another question; Bulgarian commemoratives from this period moved slowly on secondary markets.
