Albania's state bank issued this note during a genuinely chaotic moment — 1992 was the year the country held its first post-communist multiparty elections and began dismantling forty-five years of Hoxha-era economic isolation. The lek valutë series itself was a transitional instrument, bridging the old centrally planned currency system and whatever would follow.
The "valutë" designation distinguished these notes from the parallel domestic lek, a two-tier arrangement that reflected the government's awkward early attempts at managing foreign exchange.
