Struck specifically for the 1996 Atlanta Summer Olympics, this is one of several Romanian commemorative circulation issues produced to mark the Games. Romania had a credible Olympic swimming tradition by this point, though the country was still navigating the difficult economic transition following the fall of Ceaușescu's regime in 1989 — nickel-plated steel rather than silver reflects that fiscal reality plainly.
