The "Solemn Year" designation refers to a Romanian Orthodox Church declaration marking the 1700th anniversary of the Edict of Milan in 313 AD, by which Constantine I and his co-emperor Licinius extended religious toleration across the Roman Empire. The Romanian church canonizes Constantine and Helen jointly, a practice shared with Eastern Orthodoxy broadly but not with Rome, where Constantine has never been formally canonized.
