Obverse description Central field features the Romanian state coat of arms, depicting an eagle displayed with a shield on its breast quartered with the traditional heraldic symbols of the Romanian provinces. Romania issued this coin in 1996 during a period of painful post-communist economic transition, when the leu was losing value rapidly and the country was navigating IMF austerity conditions. Nickel-plated steel was a deliberate cost-reduction choice as the National Bank of Romania restructured the circulating coinage — earlier 10 Lei pieces had been aluminum, reflecting a different set of production constraints under Ceaușescu's command economy.
