Romania had no domestic mint in 1870 and contracted production to foreign facilities while the young kingdom was still consolidating its monetary independence following the establishment of the leu system in 1867. Nickel coinage of this period was struck in limited quantities as the country tested public acceptance of the base-metal denominations alongside the silver issues that carried greater public trust.

Stamb#015 is not widely cross-referenced in major Western catalogs, which makes condition attribution dependent almost entirely on Romanian specialist literature.
