Georgia introduced this coin in 2000, just nine years after declaring independence from the Soviet Union — a period marked by civil war, the secession conflicts in Abkhazia and South Ossetia, and a near-total economic collapse that had rendered the Soviet ruble worthless and the early Georgian coupon currency little better. The lari, introduced in 1995 under IMF guidance, was the country's first genuinely stable monetary unit, and the 10 lari piece represented the highest denomination struck in circulating bimetallic format at the time of issue.

The "State System" designation in the series title refers to a Georgian numismatic program commemorating national institutions rather than a single event.
