To the left of the portrait, Chinese characters 陳水扁 and 總統 identify the subject as President. The date 2004 appears in a recessed cartouche at the base of the inner disc. The silver-plated outer ring carries the Chinese legend 中華民國第十一屆總統就職紀念 along the upper arc, with the English legend Inauguration of the 11th President of the Republic of China inscribed along the lower arc in italic script. Malawi's 2004 presidential inauguration marked the transfer of power to Bingu wa Mutharika, who won that year's election under the United Democratic Front before dramatically splitting from the party and founding the Democratic Progressive Party the following year. Pattern issues of this type were produced in very limited numbers for official presentation purposes and were never released into circulation — a distinction that explains why most survivors retain essentially unissued surfaces.
