Obverse description The gold-plated copper centre features a detailed frontal view of the Presidential Office Building in Taipei, rendered in high relief with fine architectural detail including its distinctive clock tower and colonnaded facade. The building occupies the full field of the inner disc. The silver-plated outer ring bears the legend REPUBLIC OF CHINA arching along the upper portion, with 10 KWACHA inscribed at the base of the centre disc and BANK OF MALAWI along the lower arc of the ring. Two stylised plum blossom ornaments flank the centre disc at the three and nine o'clock positions, and a beaded border frames both the inner and outer rings.

Reverse description The gold-plated copper centre presents a forward-facing portrait of President Chen Shui-bian, depicted in suit and tie wearing spectacles, with a broad smile, rendered in moderate relief against a plain field. To the left of the portrait, Chinese characters 陳水扁 and 總統 identify the subject as President. The date 2004 appears in a recessed cartouche at the base of the inner disc. The silver-plated outer ring carries the Chinese legend 中華民國第十一屆總統就職紀念 along the upper arc, with the English legend Inauguration of the 11th President of the Republic of China inscribed along the lower arc in italic script.
