In May 2004, Taiwan's diplomatic allies — a shrinking list of mostly small nations dependent on Taipei's foreign aid programs — marked Chen Shui-bian's second inauguration with commemorative issues. Malawi was among them, maintaining formal recognition of the Republic of China at a time when Beijing was actively pressuring African states to switch allegiance. This pattern piece was never released for circulation, which explains its survival in essentially unhandled condition.
