Malawi's Olympic commemorative program in the early 2000s produced a string of silver issues tied to Athens 2004, none of which had any meaningful connection to Malawian athletic participation. Rowing in particular was a sport in which Malawi had no Olympic history at the time of issue — this is straightforwardly a bullion-adjacent commemorative produced for the collector export market, not domestic circulation.
