Yugoslavia's first domestic paper money issue came almost immediately after the new Kingdom of Serbs, Croats and Slovenes was proclaimed in December 1918. The Ministry of Finance, not a central bank — none yet existed — issued these notes as a stopgap while the new state scrambled to establish monetary unity across territories that had previously used Austrian crowns, Serbian dinars, Montenegrin perpers, and Bulgarian leva simultaneously.

Josef Pfeiffer was a Vienna-based designer, which tells you something about how quickly the new state had to work — there was no time to develop an entirely fresh domestic printing infrastructure.
