Issued under German occupation following the April 1940 invasion, this note was produced locally at Voss under emergency conditions after the Norges Bank's normal printing infrastructure in Oslo became inaccessible to the Norwegian authorities retreating northward. The reliance on a provincial printing facility accounts for the relatively crude production quality compared to prewar Norges Bank issues.
W. Steffens, whose signature the note is commonly named after, was a senior Norges Bank official operating under extraordinarily difficult circumstances. The series had an extremely short operational life before Norway's collapse in June 1940 ended any pretense of independent monetary administration.
