When Germany occupied Norway in April 1940, the disruption to banking and currency supply pushed dozens of Norwegian municipalities to issue their own emergency notes. Stavanger Kommune was among them. These local issues had no formal backing from Norges Bank and circulated purely on municipal authority and community trust — a fragile arrangement that lasted only until central banking functions were restored under occupation administration.
The Stavanger series was printed locally, which shows in the typography. Production was improvised rather than contracted to an established security printer.
