Obverse description Plain yellow-tinted note with a guilloche border framing the entire face. The issuer name "Stavanger Kommune" is printed in large Gothic blackletter type at the top, below which the debt obligation text and the denomination "gjeldsbevis kr. 10,00" appear in letterpress. The Stavanger municipal coat of arms — a small heraldic shield with a flower motif — is centred near the lower portion of the note, flanked by two manuscript signatures above the printed titles "ordfører" (mayor) and "finansrådmann" (finance councillor), with the serial number printed in a ruled box at centre.

When Germany occupied Norway in April 1940, the disruption to banking and currency supply pushed dozens of Norwegian municipalities to issue their own emergency notes. Stavanger Kommune was among them. These local issues had no formal backing from Norges Bank and circulated purely on municipal authority and community trust — a fragile arrangement that lasted only until central banking functions were restored under occupation administration.

The Stavanger series was printed locally, which shows in the typography. Production was improvised rather than contracted to an established security printer.
