Obverse description Cream paper note printed in red throughout, enclosed within a decorative letterpress border of interlocking diamond and square guilloche motifs at the corners and along all four edges. The title 'Anvisning' is rendered in bold red script at upper centre, with a serial number field to the upper right. The body text in Norwegian sets out the municipal payment obligation in letterpress, with the denomination 'KR. 10.00 — TI KRONER —' printed in bold. Below, the issuing authority 'SANDNES FORMANNSKAP' is stated, with two manuscript signatures above the printed titles ORDFØRER and KEMNER, and the printer's imprint 'INGVALD DAHLE, SANDNES' at the foot.

When the German occupation of Norway in April 1940 disrupted normal banking operations, dozens of Norwegian municipalities improvised their own emergency currency. Sandnes, a small industrial town on the Jæren plain in Rogaland, was among them — the Formannskap (the municipal executive board) authorizing local scrip to keep commerce moving while access to Norges Bank notes became unreliable.

Printed locally by Ingvald Dahle, this is distinctly provincial work, not a commercial security printing job. The issuer's full title, Sandnes Formannskap, reflects the pre-1964 municipal governance structure in which the formannskap held executive authority independent of the later unified kommunestyre system.
