Miskolc was one of dozens of Hungarian market towns that resorted to locally printed small-denomination emergency notes during the late 1850s and early 1860s, when the Habsburg administration's monetary policies left provincial commerce chronically short of low-value coin. These municipal chits were tolerated rather than formally sanctioned — legal ambiguity was built into their existence from the start.
Rácz A. was a local Miskolc printer, not a security printing house, and the "official stamp" is essentially what separated this from a simple commercial voucher. That stamp is the note's entire claim to authority.
