Maximilian III Joseph introduced the Konventionskreuzer in the wake of the Convention of 1753, a monetary agreement between Bavaria and Austria intended to standardize silver coinage across the two territories and curb the chronic debasement that had plagued South German circulation for decades. The convention fixed a common silver standard, which is why this billon issue sits at a precisely negotiated .439 fine rather than any round figure.
Bavaria's adoption was not purely cooperative — Maximilian used it partly to reassert fiscal discipline after the ruinous costs of the War of the Austrian Succession, which had left Bavarian finances badly strained following his father Karl Albrecht's failed bid for the imperial throne.
