The K.K. Hauptmünzamt — the Imperial-Royal Main Mint in Vienna — was not a bank, and its issuing of paper emergency money in 1860 reflects just how strained Austrian state finances had become following the military disasters of the 1850s and the ruinous cost of the 1859 war against Piedmont-Sardinia and France. The Mint stepped in as issuer precisely because the National Bank's credibility was already compromised.
These low-denomination Kreuzer notes circulated heavily as small change substitutes, and attrition was severe. The 10 Kreuzer is among the more recoverable of the series, but heavily worn copies are the rule.
