The Chaikovskiy Government — formally the Supreme Administration of the Northern Region — controlled Arkhangelsk and its surroundings from August 1918 under Allied military protection, issuing its own currency out of practical necessity after the Bolshevik rouble collapsed in the region. Nikolai Chaikovsky, the former Socialist Revolutionary who nominally led it, had little real authority; the British largely ran operations on the ground.
These low-denomination kopeck notes circulated alongside Allied scrip and foreign currency in a port city that was simultaneously a military base and a refugee bottleneck. The government dissolved when Allied forces withdrew in 1919, and its currency became worthless almost immediately.
