VTsIK — the All-Russian Central Executive Committee — operated a parallel internal economy through its Administration of Economic Enterprises, issuing scrip for use within its own network of canteens, shops, and supply depots rather than through the banking system. This 10 Kopecks note is part of that closed circulation: not public currency, not a state banknote, but an internal payment instrument tied to a specific institutional apparatus during the NEP period, when such quasi-monetary tokens proliferated across Soviet enterprises, cooperatives, and labor organizations.
The distinction between VTsIK and VUTsIK matters here — the Ukrainian Soviet equivalent used similar abbreviations, and catalog attributions for this series have occasionally been muddled as a result.
