Nigeria switched from aluminum to copper-plated steel for this denomination in 1991 as part of a broader coinage reform driven by metal cost pressures and chronic shortages of small-denomination coins in circulation. The Kobo series had been undermined for years by the simple economics of hoarding — the metal value of earlier issues periodically approached face value, pulling coins out of the cash economy entirely.
