Papua New Guinea became independent in 1975, and Elizabeth II's 1982 visit was among the relatively rare instances of a reigning monarch touring the country as head of state under the Westminster framework PNG retained at independence. The commemorative issue was authorized by the Bank of Papua New Guinea specifically to mark the occasion — not part of any broader series.
KM#21 in copper-nickel should not be confused with a proof issue struck in silver for the same event. The two are catalogued separately and the silver version commands substantially different attention from collectors of Pacific Commonwealth issues.
