Papua New Guinea declared independence from Australian administration on 16 September 1975, making this commemorative issue — struck a quarter-century later — one of the few polymer notes issued specifically to mark a constitutional anniversary rather than a monarch's jubilee or a central bank's founding. Note Printing Australia had by 2000 accumulated considerable experience with polymer substrate for the Pacific region, having produced PNG's earlier polymer issues through the 1990s.
The transparent window on this series was positioned as an integral security feature rather than an afterthought, a distinction that matters when assessing forgery risk on commemoratives, which attract more collector attention than workhorse circulation notes and are consequently more frequently targeted.
