The O.C.R.P.I. was the central French rationing authority established under Vichy in 1940 to manage industrial material allocation during the Occupation. These "bons de matières" — material vouchers — circulated not as currency but as administrative instruments, entitling the bearer to a fixed quantity of a controlled commodity, in this case ten kilos of ordinary steel. Postwar studies of the system note that the O.C.R.P.I. continued operating into the Liberation period, its machinery too embedded in the industrial supply chain to be immediately dismantled.

The voucher's paper construction made it inherently disposable — redeemed examples were typically cancelled or destroyed, which is why intact surviving specimens are genuinely uncommon.
