Chinese county-level food administration offices issued grain and oil ration coupons (粮票) through the planned economy system, with individual counties printing their own denominations independently of national standards. Xinzhou County, situated in Hubei's Dongting Lake basin region, was a significant rice-producing area, which makes a 10-kilogram denomination practical rather than ceremonial — this was a working agricultural coupon, not a commemorative issue.

By 1990 the national rationing system was already being dismantled piecemeal, with coastal and urban markets liberalizing ahead of rural counties. Coupons issued this late frequently saw limited actual use before the system collapsed entirely in 1993.
