Chinese municipal grain coupons (粮票) were an artifact of the planned economy's rationing system, which began nationally in 1955 and lingered in pockets well into the early 1990s. By 1991, most urban areas were already transitioning away from rationing as market reforms accelerated, making late-issue local coupons like this Yizheng example among the final generation produced before the system was formally abolished in 1993.

Yizheng, a county-level city in Jiangsu administered under Yangzhou, issued its own coupons independently of provincial ones — local grain bureaus maintained their own allotment accounting, so provincial and municipal issues were not interchangeable. The 10-kilogram denomination reflects bulk household allocation rather than single-transaction use.
