Chinese grain ration coupons (liangpiao) were a cornerstone of the planned distribution system that governed daily life from the 1950s onward. By 1989, the national rationing infrastructure was already being dismantled province by province as market reforms accelerated, making late-issue municipal coupons like this one from Shashi — an industrial city on the Yangtze in central Hubei — among the final products of a system in visible retreat. National grain coupons were abolished in 1993.
Shashi's coupons were administered locally, redeemable only within the city's own distribution network, which is why survival rates vary so sharply between neighboring municipalities.
