Ukraine's constitution was adopted on June 28, 1996, the culmination of nearly five years of post-Soviet political negotiation that included a genuine constitutional crisis in mid-1996 when parliament sat through the night under pressure from President Kuchma, who had threatened to push through a new constitution by referendum if the Verkhovna Rada failed to act. The session ran over 24 hours before the document was finally passed.
The selective gilding applied to this issue is executed at the Kyiv mint facility, a technique the NBU has used consistently on commemorative silver since the early 2000s to distinguish thematic elements without resorting to colorization.
