Ukraine's national mint issued this piece in 1998 as part of an early run of commemorative sports coins, a series the National Bank pursued aggressively in the years following independence as a way to establish numismatic credibility internationally. Figure skating had particular resonance — Ukrainian skaters had competed under the Soviet flag for decades, and this coin appeared just as athletes were beginning to accumulate medals under their own national identity.
The Zahreba reference places it firmly within the early commemorative classification system developed specifically for post-Soviet Ukrainian issues, where catalog organization was still being standardized through the late 1990s.
