Croatian Red Cross emergency notes occupy a peculiar niche — neither state currency nor conventional scrip, they were issued as charitable fundraising instruments during the breakdown of normal monetary supply. The Croatian Red Cross series was produced in the early 1990s as Yugoslavia fractured, when the new Croatian state lacked both the infrastructure and international recognition to issue orthodox currency at scale.

These notes functioned partly as donation receipts, partly as provisional exchange media in localized circulation. Collector interest is genuine but the documentation trail is thin — print runs, exact issue dates, and authorizing officials remain poorly recorded in standard references.
