Austrian municipal notgeld of this period exists in enormous quantities, but the Zwettl 10 Heller issue is among the more precisely documented Lower Austrian examples in the Jaksch catalog. Zwettl issued these emergency notes because the postwar collapse of the Austro-Hungarian monetary system had created a severe shortage of small-denomination coinage — metal had been requisitioned during the war, and the new Austrian republic could not mint replacement coins fast enough to meet local demand.
Municipal issues from 1920 were already late in the notgeld cycle; most towns had begun issuing by 1918–19. Zwettl's timing suggests the coin shortage persisted longer in this part of Lower Austria than in urban centers.
