Zell an der Pram is a small market town in Upper Austria, and this 10 Heller note belongs to the vast wave of Notgeld issued by Austrian municipalities between 1919 and 1922 — a direct consequence of the coin shortage that followed the collapse of the Habsburg monetary system. The central government could not produce small change fast enough, so thousands of local authorities printed their own emergency fractional paper, legally tolerated but officially temporary.
The Jaksc catalogue reference places this squarely in the documented Upper Austrian municipal series. Redemption was theoretically guaranteed by the issuing commune, though in practice many small-denomination Notgeld was simply never presented for exchange.
