Obverse description Printed in green on cream paper, the obverse is divided into three vertical panels by a decorative border framework. Zeillern is a small Lower Austrian village, and this 10 Heller note is a product of the acute small-change shortage that paralyzed everyday commerce across Austria in the immediate postwar years. With the Habsburg monetary system in collapse and coin metal having been requisitioned for the war effort, hundreds of municipalities printed their own Heller notes — Notgeld in the strictest sense. Zeillern turned to F. Kielar in nearby Amstetten, a practical local solution rather than a prestige commission.

Three signatories were required: the Bürgermeister, his deputy, and a Gemeinderat member — a level of bureaucratic formality that feels almost comic for a note of this denomination.
