Ysper is a small market town in Lower Austria's Yspertal, and this note is a product of Austria's postwar Notgeld crisis — the chronic coin shortage that followed the collapse of the Habsburg economy in 1918 forced even minor municipalities to print their own fractional currency. Printed locally by Siedler in nearby Pöggstall rather than any major house, the production quality reflects its purely functional origins.
Three signatories authenticated the issue: the Bürgermeister, his deputy, and a council representative — an unusually full roster for a village emergency note, suggesting the municipality took its self-issued currency obligations seriously.
