Windhag bei Waidhofen an der Ybbs was one of hundreds of Austrian municipalities that resorted to printing their own emergency small-change notes — Notgeld — during and after the First World War, when coin metal was requisitioned and small denomination currency simply vanished from circulation. The commune turned to F. Kielar in nearby Amstetten, a local commercial printer rather than a specialist banknote firm, which accounts for the straightforward execution typical of rural Lower Austrian issues.

Three signatories authenticate this note, an unusually full complement for a village-level issue, suggesting the commune took the formality seriously. The JPR1244c suffix indicates a variant within the Windhag series.
