Weyer is a small market town in Upper Austria, and this 10 Heller note is a product of the severe coin shortage that followed the collapse of the Habsburg Empire in 1918–19. Hundreds of Austrian municipalities issued their own emergency paper — Notgeld — during this period, but most were printed by larger commercial houses in Vienna, Linz, or Graz. Having this one produced locally by Herdina-Peter in Weyer itself is unusual and suggests the commune was working with whatever was at hand.
Wittwer's involvement as designer is noted in the JPR catalogue but little else is documented about him.
