Weissenkirchen in der Wachau issued this 10 Heller Notgeld in 1920 as part of Austria's widespread municipal emergency currency experiment — the Heller and Krone had become so debased after the war that small change vanished from circulation almost entirely, forcing thousands of local authorities to print their own scrip. The Wachau valley communities were among the more prolific issuers, partly because the region's tourist trade created genuine demand for functional small denominations that the national banking system simply couldn't supply.
